Paraguay Driver's License: In-Person, Remote, and What You Need to Know Before You Start

The day your Paraguayan driver’s license arrives is the day you stop worrying about a routine traffic stop turning into a slow afternoon at a police station with your foreign license, your passport, and a cop who just wants the local document. Most expats put this off until something forces the issue — a checkpoint on the way home from the supermarket, a rental that asks for a Paraguayan license, a road trip out of Asunción where the rules for foreign licenses get murkier the further you get from the capital.

The good news is the process is not bad. It’s faster than the cédula. It’s cheaper than the residency steps that came before. It can be done in person if you’re here, or remotely if you’ve already left the country. The bad news is that you can’t start until your cédula is in hand, so if your residency is still in flight, the license is patient — it’ll wait.

Why your foreign license stops being enough

Once you establish residency in Paraguay, your foreign license is on borrowed time. The legal framework treats a foreign license as a courtesy for visitors, not as a permanent substitute for residents. In practice that means a police officer at a routine stop has the right to ask a Paraguayan resident for a Paraguayan license — and increasingly, they do. The rule isn’t applied uniformly; some officers don’t ask, some do, some accept your foreign license and wave you through, some don’t.

We hear about it from clients in the same shape every few weeks. The traffic stop on Mariscal López. The checkpoint outside Luque. The interaction at a routine document check that lasted an hour because the local license was missing. None of these are catastrophes. All of them are an hour you didn’t need to lose, and none of them happen to clients who have the local license in their wallet.

So the practical answer to “do I really need to convert it?” is: not technically required on day one, but past a certain point of being settled, yes — and the friction of not having it grows. Most clients get the local license within the first few months of getting the cédula.

You need your cédula first

The cédula is the prerequisite. There is no Paraguayan driver’s license process that runs without the cédula in hand — the licensing system pulls your identity record from the national ID database, and without the cédula you don’t have a record there.

If you’re early in residency and your cédula is still being issued, the license simply has to wait. We sometimes get clients asking whether there’s a workaround — there isn’t a clean one. The right play is to finish the cédula step (which itself depends on your residential address holding up — see mailbox vs verifiable address) and come straight back to the license once it’s done.

If your residency status itself is still being worked out, the residency by investment route and the standard temporary-residency route both eventually land at the cédula. Driver’s license sits one step downstream from there.

The two paths: in person and remote

The license can be issued through one of two paths, depending on where you are when you start.

In-person — you’re in Paraguay

If you’re physically in Paraguay when you start the process, this is the standard route. You complete the medical examination, take the test, sit for the photo, and pick up the license. From start to finish, the process typically runs about three days. It’s not all-day work — most of the time is queue time and processing time, not your time at counters.

What we handle: the appointment scheduling, the paperwork submission, the file at the licensing office, the courier from the office to wherever you want the license delivered. What you handle: showing up for the medical, the test, and the photo. We can’t do those in your place.

The in-person path is the right one if you are in Asunción or planning to be in Asunción for a few days during the window. It’s faster, it’s simpler, and the file is cleaner because everything happens at one counter.

Remote — for clients who’ve already left

The remote path exists because a meaningful slice of our clients finish their residency, get their cédula, and then leave Paraguay before they get around to the license. They’re back in the US, back in Europe, back somewhere they have day-to-day life — and now they’re being asked for a Paraguayan license, either by a foreign institution or because they’re flying back in for a visit and the rental car company asks for one.

Remote processing handles this case. The license is prepared in Paraguay on your behalf. What you provide:

Clear photos of both sides of your cédula. High resolution, no glare, both faces fully visible.
A selfie with a white background. Mid-chest up. No motion blur. No glare on glasses if you wear them. No background clutter. The photo standard is real — bad photos get the application kicked back, and the kick-back happens in Paraguay where you can’t fix it quickly from abroad.
A notarized authorization, in some cases. Depending on the specific path your file takes, a notarized power of attorney may be required so we can act on your behalf locally. We tell you up front whether your file needs one and how to get it notarized at a Paraguayan consulate or via apostille.

The license, once issued, ships to wherever you are. Tracked international courier — typically DHL — to your address abroad.

The remote path takes longer than the in-person path because the courier leg is real, the document collection is asynchronous, and any back-and-forth with the licensing office happens in calendar time rather than counter time. It works. It just isn’t the three-day version of the story.

Vehicle categories

The license is issued by category. The common combinations:

Car only — standard automobile license.
Motorcycle only — separate category, separate test.
Both — combined car and motorcycle license, issued together.

Shipping options once issued

Three common destinations for the finished license:

Pickup in Asunción — you swing by and grab it. Free, immediate.
Courier to Paraguayan provinces — we use a reliable national courier, tracked, typically delivered within a few days.
International DHL shipping — for clients abroad, DHL international with tracking. Times depend on destination country.

If you live in one Paraguayan city but want the license shipped to a different one — say, you live in Encarnación but you’ll be in Ciudad del Este next week — that works. We ship to where you actually want it, not to whatever address is on the file.

Common situations

“I got pulled over and they asked for the local license — how fast can I get it?” Fast, if your cédula is already in hand. The in-person path runs about three days from start, which is the genuinely useful detail when you’re trying to avoid a repeat encounter. If you don’t have the cédula yet, that’s the first step and it’s a longer conversation.

“Can it ship to a different city than the one I usually live in?” Yes. We ship the finished license wherever you tell us. Most clients pick the city they’ll be in when it arrives, not the city where they live on paper.

“Do I need to keep my home-country license?” Yes — keep it. The Paraguayan license is your primary document inside Paraguay. Outside Paraguay, your home-country license is what gets recognized at most rental counters and most foreign police checks. The two licenses don’t conflict; they cover different jurisdictions, and most people who drive across countries keep both.

“My cédula is still pending — should I start the license process?” No. The licensing system needs the cédula record in place. Wait for the cédula to land, then move on to the license.

“I had a Paraguayan license years ago and let it lapse — is that easier than starting fresh?” Sometimes. We’ve handled both renewals after a lapse and full new applications, and which one you fall into depends on how long the gap has been and what the old record looks like. “Can I do the medical and test in a city outside Asunción?” The in-person path is most reliable in Asunción because that’s where the licensing office sits. There are regional options in some cases, but they’re case-by-case. If you live elsewhere in Paraguay, the cleanest play is usually a short Asunción trip for the in-person window.
